Special Education

Primavera provides special education services to students with disabilities who are in need of specialized instruction.

Primavera offers Individualized Education Plans (IEPs) for students with specialized needs. Our Special Education (SPED) Department provides each student who has specific learning difficulties in school with an adaptive education that meets his/her unique needs.

Primavera’s Special Education policies and procedures have been developed to comply with all applicable federal and state statutes and regulations:

  • Individuals with Disabilities Education Act (IDEA),

  • Rhe IDEA implementing regulations

  • Arizona State Statutes

  • Arizona Administrative Code

Child Find is a component of the Individuals with Disabilities Education Act of 2004 that requires states to locate, identify, and evaluate all children with disabilities, ages birth through 21 years, who are in need of early intervention or special education services. This includes children who are highly mobile, such as migrant or homeless children, children suspected of having a disability even though they are advancing from grade to grade as well as private school students and homeschool students.

According to state board rule, A.A.C. R7-2-401C-D, “Each public agency shall inform the general public and all parents, within the public education agency’s boundaries of responsibility, of the availability of special education services for students aged 3 through 21 years and how to access those services. This includes information regarding early intervention services for children aged birth through 2 years. Each public agency shall establish, implement, and make available, either in writing or electronically, to its school-based personnel and all parents, within the public education agency boundaries of responsibility, written procedures for the identification and referral of all children with disabilities, aged birth through 21, including children with disabilities attending private schools and home schools, regardless of the severity of their disability.”

Developmental and educational services for children ages birth through 21 years who have trouble achieving milestones in one or more of the following developmental or academic areas can be referred for intervention:

  • Vision and hearing
  • Motor control and/or coordination
  • Behavior or social skills
  • Speech or communication skills
  • Cognitive or academic skills

Children ages birth to 2 years 10.5 months are screened through the Arizona Early Intervention Program (AzEIP) to determine if early intervention services are needed.  An online referral can be made here: www.azeds.gov/azeip.  For more information, call 1-800-439-5609 or (602) 532-9960.

Preschool and school-aged children not attending Primavera should be referred to their local school district for screening.


To support the learning of all students and to further assist students with unique learning differences, your child’s development and academic progress will be screened. A screening is completed within 45 calendar days of your student’s enrollment at Primavera. When a concern is identified through screening procedures, you will be notified within 10 school days and informed of procedures to follow up on your child’s needs. For example:

  • Your child may be referred to the school’s student study team for pre-intervention services.
  • If screening results indicate your child may have a disability, a comprehensive evaluation may be necessary to determine your child’s eligibility for special education and related services. A team, of which you will be a member, will meet to begin the process.
